Those patches are meant to be used only if you have those mods in your load order. Furthermore, PCEA patch is not needed or compatible with PCEA2. PCEA2 is not version 2 of original PCEA. It uses entirely another system. Using the PCEA patch with PCEA 2 may be the source of your problems.
